Good question! I believe that this is something that is being handled by the Local Organizing Committee. I have asked them and will let you know when I receive an answer.

My name is Peerapat, the Local Organizing Committee of Rescue Robot League. For the Covid-19 situation, the organizer will post the Covid-19 regulation on the website (https://2022.robocup.org/). Thailand will update the regulation again on June 1,2022 (please check for the updated news). I would say if a participant infected with the virus first contact should be LOC of their league.
